Indonesia historically had five national mobile carriers. After several mergers — Tri (3 Indonesia) was absorbed by Indosat in 2022, XL and Smartfren merged into XLSmart in 2025 — there are effectively three main carriers today, jointly covering well over 95 % of the Indonesian population.

Telkomsel — the market leader

Telkomsel is a subsidiary of state-owned Telekom Indonesia and by far the largest provider with around 45 % subscriber share. Its biggest strength: rural coverage. If you're traveling to Lombok, Komodo, the Gilis or to Sumatra's Bukittinggi, Telkomsel gives you the most reliable signal. International travel eSIMs like Airalo, Holafly and Simbye usually use Telkomsel as their roaming partner.

Indosat — the Java pick

Indosat Ooredoo Hutchison (brands: IM3, formerly Tri) is the second-largest provider with around 100 million subscribers. In Jakarta, Surabaya and on Bali it's often the fastest network with good 5G in tourist districts. Saily and some MobiMatter plans use Indosat as their roaming partner.

XLSmart — the merger

In spring 2025, XL Axiata (58 million customers) and Smartfren (36 million) merged into XLSmart — together around 94 million subscribers, third-largest provider. Competitive in Java and tourist hotspots on Bali, but significantly weaker in rural areas (Lombok, Komodo, Sumatran hinterland) than Telkomsel. The Smartfren brand still exists within the XLSmart group, but technically it's the same network.

South Bali (Kuta, Seminyak, Canggu, Ubud, Denpasar, DPS Airport): Seamless 4G with Telkomsel and Indosat, with continuous 5G in dense tourist zones (Seminyak Beach, Canggu Berawa, Ubud Center). Streaming, video calls and fast uploads work everywhere.

North Bali (Lovina) and mountains (Munduk, Bedugul, Kintamani): 4G only, with some dead zones between valleys. If you stay near Mount Batur (sunrise trekking): stable in lodges around the crater rim, occasional no-signal during the climb. Pura Ulun Danu Bratan: solid in the temple area.

Jakarta (Sudirman, Thamrin, Kuningan, Menteng, Kemang): 4G/5G across business and tourist districts — Telkomsel and Indosat hit peak values around 80-90 Mbps median 5G. Ride-hailing with Grab/Gojek works area-wide, which is essential in Jakarta's traffic chaos.

Yogyakarta (Malioboro, Borobudur, Prambanan): 4G across the city and at the Borobudur complex. 5G in select districts. During sunrise at Borobudur (4:30 AM entry): signal on the stupa plateau, weaker in the corridors.

Lombok (Senggigi, Mataram, Kuta-Lombok): 4G in main towns and along the west coast is good. Inland (Tetebatu, Sembalun) weaker, on Mount Rinjani (trekking to 3,726 m): only Telkomsel, with dead zones around mountain saddles.

Komodo / Labuan Bajo (Flores): 4G in Labuan Bajo town is solid. On day trips to Komodo Island, Padar Island and Pink Beach: usually no signal once the boat anchors. Multi-day liveaboards: expect 80-90 % offline. Plan offline maps and booking confirmations in advance.

West Sumatra (Bukittinggi, Padang, Mentawai): Telkomsel 4G is stable in cities, patchy off the main roads. Mentawai Islands (surfer hotspot): individual resort hotspots on the larger islands, otherwise mostly offline.

Which Indonesian network is best?

Telkomsel is the undisputed market leader with around 45 % share and roughly 97 % population coverage — especially in rural areas, on Lombok, Sumatra and Sulawesi, Telkomsel is often the only signal you'll find. Indosat (IM3) competes well in Java and Bali and is often cheaper for roaming partners. Following the XL-Smartfren merger in 2025, both brands now operate as XLSmart, the third-largest player. Travel eSIMs mostly use Telkomsel or Indosat — both are more than enough for Bali, Jakarta and all common tourist routes.

Does a travel eSIM work on Bali and the Gilis?

On Bali — especially South Bali (Kuta, Seminyak, Canggu, Ubud, Denpasar) — Telkomsel and Indosat coverage is excellent, with 5G in tourist hotspots. In the north (Lovina) and mountains (Munduk, Bedugul) you'll get 4G with occasional dead zones between valleys. Gili Islands (Trawangan, Air, Meno): Telkomsel 4G is usable near the harbor areas, but slow inland. Komodo / Labuan Bajo: 4G in town is solid, but boat trips and Komodo/Rinca itself have dead zones. Do I need SIM or IMEI registration in Indonesia?

For stays up to 30 days, no IMEI registration is required if you use a travel eSIM (Airalo, Holafly, Saily, Simbye) — these run via foreign roaming partners. The Telkomsel Tourist eSIM (SIMPATI Tourist) also includes automatic 30-day IMEI activation. The official tourist exemption even allows up to 90 days duty-free. For longer stays with a local postpaid SIM, IMEI registration with customs (Beacukai) on entry is required — including an import tax of around 1,250,000 IDR on the device's market value. For normal tourists, this is not an issue.

How much data do I need for 2-3 weeks in Indonesia?

Realistic rule of thumb: 15-25 GB for 3 weeks with normal usage (Maps, Grab/Gojek, WhatsApp, social media, occasional streaming). Heavy users with daily Netflix or YouTube should plan for 25-35 GB. Indonesia tends to consume slightly more data than Thailand — Grab/Gojek constantly running, Maps in navigation-heavy cities like Jakarta and Ubud, lots of WhatsApp voice messages with guides. Are WhatsApp, Reddit and Instagram blocked in Indonesia?

WhatsApp and Instagram work normally — they are standard in Indonesia for hotels, guides and tour bookings. Reddit is intermittently blocked (it has been banned multiple times in recent years), Vimeo is also fluctuating. Gambling sites and pornography are completely blocked (Komdigi filter). In 2026, a social media ban for under-16s was added — affecting YouTube, TikTok, Instagram, Facebook accounts of minors. Adult tourists with normal accounts are unaffected. VPN is legal for private use and effectively tolerated.

What about 5G in Indonesia?

Indonesia has 5G, but only as island coverage in larger cities. Telkomsel "Hyper 5G" is active in around 56 cities/districts — including Jakarta (Sudirman, Thamrin, Kuningan), Surabaya, Bandung, Denpasar (South Bali), Makassar and Batam. Median download speed is around 88 Mbps. Indosat 5G is only in Jakarta, Solo, Surabaya and Makassar. Outside these cities: 4G/LTE remains the standard at 20-60 Mbps — more than enough for travelers. For travel eSIMs, 5G must be explicitly included in the plan.

Do Grab and Gojek work with a travel eSIM?

Yes, no problem. Both apps just need an internet connection, no Indonesian phone number. Install Grab or Gojek before you fly, register with your home phone number (for SMS verification), and on the road everything runs over your travel eSIM data. Tip: Install both apps — Grab dominates Bali and Jakarta, Gojek is often cheaper or stronger for delivery (GoFood) in many cities. Pay in the car with cash or credit card.
